Must tags be globally unique?

I was under the impression that I could have a tag let's say "bar" in the root of my tag hierarchy, and then have a separate tag with the same name nested under under tag, e.g. "foo/bar" but it's not working for me. Has it always been this way and I just never noticed, or am I perhaps running into a bug?

I've tried this on the Mac client (v10) and it didn't allow me, and the Android app (also v10) doesn't seem to allow creation of nested tags at all.
