Not able to remove an old phone

I’ve been trying to update my devices (free account) but it doesn’t work. My old phone keep appearing as synchronized device even though I’ve chose to remove it and then the account blocked.

Hi.  How and where did you attempt to remove the old phone?  

You can remove a device from your account on the "Devices" page in your account settings. (Understanding the device limit)
