Tagging Multiple Notes

I am confused.  Is selecting multiple notes and tagging them with this tool:

supposed to apply the tag to all the selected notes.

I am at the breaking point because I literally, at this point do not know what is supposed to work and what it not.  I do not have time to forum scrape every bug I am experiencing.  I can wholeheartedly report that no matter how I tried to tag multiple notes: The tool above, dragging to tag, - I had a different result so many times it felt twisted.  Sometime the top note would get tagged. Sometime not.  But never, all of them.

Maybe - could someone just tell me if this IS supposed to work, how so?

I am getting to the point that I spend more time noting basic things I could once do that I took for granted that I can no longer do.  Writing here and thinking about writing here take more time than I spend doing the actual work and use of the application that I pay for.

Help from anywhere would be greatly appreciated.

I am told I am on Evernote 10.9.12 is currently the newest version available.
