The layout of images is very limited. You get one image left justified and that's it. There is a continuum between a text editor at one extreme through to a full desk top publishing package at the other extreme. Where should a note taking app sit? One persons "essential feature" is another person's "feature bloat". There are lots of other things that fit into this category - a multitude of fonts for example.

The message seems to be that if you want anything more than a fairly simple layout you should be using a different program (e.g. word in this case) and attaching the file to the note.

I far from agree with you.
Images are an important feature of Evernote, as you also show in your sales stuff, there is graphic in must of all exambles . And being able to "left, right or middle" justify a image should be an expected feature.

Focus of note-taking was on the effectiveness of the process. Info must be captured as efficient as possible...
This was one of the critics with OneNote, too many distractions... more time was spent on the looks, not the information.

Last couple of years the shift is made... effective and aesthetics are now important for a large group of customers, this is one of the pillars for rebuilding Evernote... 
Evernote wasn't (and won't be) a one-tool can do all.... and that is fine. The coming months/years you will see more and more features for formatting notes. Where it ends? Think a container with Word (office) documents or something similar which we call notes.

Really? Which bit? I don't think I was expressing an opinion as to whether the ability to position a note should be in the app or not.

I use a table to control the layout (rows and columns)
The images are inserted into cells
