Recently Evernote started counting the web client as a device because they consider the feature set of the web client on par with that of the desktop and mobile apps. If the web client counts as a device, I think that it should provide the same ability to export notes that the desktop versions do.
It's far more likely that someone would use web client + mobile device than web client + desktop client and without the desktop clients this new limitation means that someone using web + mobile has no ability to make backups of their notes.
