Scratchpad not doing what it should.

Ever since the recent upgrade ( or downgrade shall I say),  the capture selection icon doesn't generate crosshairs.  Actually, nothing happens when I hit that button hoping to capture a portion of my screen.

This scratchpad is rubbish,

The 300 words is so annoying.  Image capture doesn’t work , can’t select image

Its a total flop
