Move notebooks within notebooks multiple times

We need a way to move an existing Notebook inside another Notebook every time. Today I put one Notebook in Shortcuts, then went to the Notebook list, clicked and held the new Notebook and moved it down and placed it inside another Notebook.  That's how it should always work, but it doesn't!

I tried to do the same thing again and cannot. The cursor turns into the circle with line through it.

This would be moving notebooks into Stacks
On my Mac, I switch to the web page and right-click a notebook
drag-and-drop also works
