Can't move notebook to stack in desktop version but CAN in web version

I'm on Mac OS, Evernote version 7.14, using Chrome

In the desktop version, I AM NOT able to drag and drop Notebooks into Stacks.

In the web version, I AM able to drag and drop Notebooks into Stacks.

I am puzzled.  Any answers?
