I read the CLI for windows article but did not see anything in regards to manipulation/writing in the notes. Is it Possible to Write to Notes Through Shell/Command Line? Link to comment

Yes, there is a utility called ENscript that allows creation of notes and other functions from the command line. I don't use it myself, so I can't offer any comment on how good it is.
