How Do I Expose All Tags in a Notebook to Users I Share With?

Let us say that I have a Notebook that uses a set of tags that are specific to that Notebook.  How do I make sure that anyone I share that Notebook with sees all of those tags, even the ones that are not in use currently?

One idea I had was to create a Note, and then to attach all the Notebook tags to that document.

afaik  This is the only method    
I also use the note as an overview explaining the purpose of the notebook, perhaps a table=of-contents
