how do I transfer from an old to a new windows PC?

  I paid for a two-device (Windows PC and iPhone) system some years ago.

  I now am switching from a Win 7 to a Win 10 laptop. I don't need to do anything with the iPhone app but how do I transfer from the Win 7 program to the windows 10 PC?

The master version of your data is stored on the Evernote service (except for local notebooks)   
Just login at the new device and the data will be downloaded

Download and install EN on the new PC and then log in and the data base will be built.  If you had any local notebooks you will need to export them to ENEX format and then import into EN on the new PC.  And per @dtlow since you are a Basic subscriber go to the web version of EN and remove the old PC from the list of devices.
