I'm on ios13 ipad and not able to figure out how to hyperlink the notes

No, Tags can only be assigned at the note level

There's nothing stopping you from adding a keyword to note contents; for example ^tag_sample
This is indexed and searchable as text

I'm sorry my english is not good. I'll give you an example of what I wanna do.  I've a 3000 words note and some of its contents are related to other topics too. What I wanna do is , create a hyperlink to that certain portion and add that link to another note ( so whenever I'll click that link I'll jump onto that exact portion)

No, hyperlinks  are only at the note level - not within the note contents

Hi.  That seems to be something rather different from linking notes together,  or linking to different sections of a note.  You're referring (presumably) to seeing a telephone number as a link,  which can then be dialled from within the note.

This may be an issue of iOS updates rather than a change to Evernote - if your boss is a subscriber to Evernote I'd suggest he contacts Support direct so that they can look at the log files from his tablet and find out exactly what's happening here...
