Create New Note Window don't appear in foreground

There is an Evernote bug when user CTRL + ALT + N in another app e.g. Chrome, the new note window didn't appear in the foreground in my newly reformatted Windows 10. The new note window just blinked orange in the taskbar. Is this an everybody issue or is it just my Evernote hacked?

Hi.  You're not hacked .  It's been reported before that some Windows users get the new note window on top of the desktop,  others get it in the background.  It appears to be a Windows 'thing' that no-one understands...
