Saving work but not syncing

Hey.

I've been using the desktop evernote app on my windows computer and had 2 queries in regarding saving:

1) As a evernote basic user, if I surpass my 60MB limit per month and continue making changes in my notes, does my work continue to get saved - however it it just not synced?

2) Also when working offline, without internet connection, on the desktop app - is my work being saved automatically still but just not being synced either?
