Two Factor Verification issue

I'm using the free account. Yesterday I tried to enable two factor verification. Email went through successfully. But I never received any SMS in the 2nd step. I tried again today but the same. I live in Hong Kong. Is there any problem with local SMS?

2FA by SMS is a Premium feature, since sending out messages costs a tiny amount of money.

The Basic accounts need to use Google Authenticator for 2FA.
