Simple question: filtering with tags

Tags are applied to individual notes, not notebooks, even in Windows. There's general info on tags, including how to apply them, in this Help article. (Generally speaking, the Evernote Help system is good for basic how-to questions.) In Android, select a note to view or edit, then tap on the tag icon near the top right and choose your tag.

Well, in Windows, while in a notebook, you have this tag icon on the top of your notes list that act as a filter. This is a very useful behaviour and I would be very happy to see this tool in Android.

Oh, sorry, I completely misunderstood the question!  In Android, you have to do a tag search. Tap the search icon 🔍 at top right, then start the search with tag: followed by the name of the tag.

Don't worry, my English is what it is (not my 1st language).

But to be absolutely precise: I mean searching (or filtering) a tag from inside a notebook. With 33K notes, I have to combine techniques.

I don't use tags that much, but I do believe it is possible to do a tag search while viewing a notebook, which should be different from doing it from the All Notes view. But I could be wrong.

For certain you can select a notebook, then tap on the magnifying glass and type in search filters, including tags, e.g. "tag:sometag". Not very convenient, but at that point you should see a button "Refine your search", which, if you tap you you can then select tags more easily.

I think that the whole process could be streamlined.
