Unsync devices not working

I have a Basic account and I've tried to unsync a third device (an old unused iPhone) many times - via the MacOS client (current version) and the Evernote web site. Despite messages and emails saying the device is revoked, it reappears immediately in my list of devices and prevents me using the Evernote clients on my two devices (while I can still use the web site), rendering Evernote more or less useless. I don't have the old iPhone to delete the app there, and I have the latest versions of Evernote clients on my laptop and iPhone. Any solutions?

How are "unsyncing" the old iPhone?
My process is is to access the device list in my user settings and revoke access.
There are no messages or emails.
