By definition, Evernote ignores local notebooks. They are not sync'd to the servers, and are not backed up. Users are responsible for backing up and restoring local notebooks. This can be done via a full database backup and/or using the export/import feature. Do you have a backup to use for the restore?

Instructions are here. In the future you should make ENEX backups of all your local notebooks prior to a refresh of the data base. Not to mention doing it periodically, just in case.
