Annotate options not available in Web Clipper

I use Evernote Basic in Chrome and Firefox on a PC with Windows 7 64-bit. When I use WebClipper it does not give me the Annotate features. It just shows the green save button with Clip and Organize options. I have the latest version of Evernote and WebClipper installed.

How do I get access to the Annotate feature?

I have same problem...any resolution??
