I have looked in the file "Evernote.msi" in the file recommended in other posts, but that folder is EMPTY.  I'm using Windows 10 with Fall Creators Update OS Build 16299.371 and I have to go to Task Manager to delete "Windows Installer" that causes "unable to install because another installer is running"  YARRRGH

If you're getting an msi missing message during upgrade (or uninstall), then Windows thinks your installation has been corrupted and is attempting to repair it using the original msi (which is no longer available). There are 2 options - re-run the original installation EXE (well, the one that matches the version currently installed) and do a repair (then you can uninstall or upgrade). Or try something like Revo to nuke the installation.
