Crashes when I assign note to new folder only while offline

I am running Mac OS 10.11.6 and Evernote Desktop 7.0.3

If I am online most things work fine.

However while I am offline I can edit notes, tags, etc.  But when I try to change the assigned folder I get the perpetual spinning circle.  Mac OS tells me that Evernote is not responding.  I have to force quite the application.  Fortunately all things are saved except the reassigned folder designation.

This has been going on for the last several Evernote updates.  I kept thinking someone would fix it.

Is anyone else having this problem?  Anyone know of a fix?
