Google Assistant can access (AFAIK) any app on your device and activate (some of?) it's features without going through the keyboard. If you check the suggested protocols for the Assistant, you should be able to at least open Evernote and maybe search for notes or take a verbal note. Evernote isn't (again, AFAIK) set up specially to support this - Google-fu drives the process. As I understand it, Evernote would have to work with Google and their Assistant API to empower GA with more than simplest commands that Google natively supports like "Open [Application Name]".
