Failed to load the required icudt library

Hello.

Some days ago after Evernote upgrading to version 6.9... during first starting is appeared window that previous instanse od Evernote 
6.7.5.5825 encountered a problem and closed unexpectelly.
When I pressed OK for this message, then Evenote 6.7.5 was opened, not the last one 6.9... And every time when Windows is starting
error message "failed to load the required icudt library" appeared.

I tried several times to reinstall it, but every time appeared the same problem. Then I uninstalled Evernote. After it during Windows 
starting this essor message "failed to load the required icudt library" not appeared any more.

In a several days (today) I tried to install the lates Evernote version (6.10.3), but again  appeared same Fatal error window, that 
previous instanse od Evernote 6.7.5.5825 encountered a problem and closed unexpectelly.  And every time during Windows 
starting error message "failed to load the required icudt library" is appear.

Windows 10, 64bit.
