The only way to 'set favorites' in the Windows client is by adding reminders to notes; in that case, they'll appear in a separate list above certain note views (like snippet view, which you seem to be using). There are other, less obvious way, such as sorting by tag, manipulating the created date and sorting by that, or other artificial means; I use the reminder thing a lot.

Look for the reminder tool at the right side of your note editing toolbar : it looks like a little alarm clock; see below. Click it; your note is now a reminder note, you can add a specific date for the reminder if you want.

I also have a tag (!Hot Notes) to apply to notes. I have a Shortcut to this tag
