I have a lot of notes (~2000), and when I first intall mac app and syncronize, if I create new note while list of old notes loading (presumably, first several seconds) - syncronize process will keep going, but latest notes, which haven't been loaded by the time new note was created, will never appear in evernote app, even after restart.
