Sync issue between phone and laptop/web

Very frustrating problem - my notes for my account refuse to sync across from desktop app and web, to my phone (OnePlus 3T). I had this problem with my old phone too and cannot for the life of me remember how I resolved it.

I'm definitely signing in using the same account. All three are definitely synced up-to-date as far as they tell me. They are also the latest updates of the respective programs. I have tried uninstalling the phone app and reinstalling but doesn't work.

Oddly it shows 2 notes which I made at some point, which have synced across at some point as they are identical to the versions on the web/desktop versions.

What on earth do I do with this?
