AFAIK, Evernote does not offer a web clipper extension for iOS Safari. In fact, I don't think iOS Safari supports any extensions. Where did you download this file from? You can clip a iOS Safari page using the iOS Share button. But this is built-in to the iOS, not something that you have to download. Are you sure this is on an iOS device, not on a Mac? There have been a number of issues reported with the latest EN Clipper, Ver 6.10.1, but you might try this: Remove the Evernote Clipper from Safari Restart Safari Download Clipper from Evernote.com Link to comment
