Any suggestions? For some reason, I am not able to send a service ticket which solved the issue last time I experienced this problem. Do I need to upgrade in order to receive help from Evernote now?

Have you tried sending a manual email from your own account to check there's no problem with the receiving account? You can try tweeting @EvernoteHelps to see if there are problems with the mail sender - otherwise you need to be Plus or Premium to obtain email support.
