Can't Sync Desktop App To New Month After Month In Which Upload Limit Was Reached - Reason: Upload Limit Reached

My upload limit was reached last month. A new month started a couple of days ago, which I've verified in my Evernote Web settings. My desktop app still indicates that my upload limit has been reached. I try to sync the desktop app so that it will know that we're in the new month. This fails. The activity log indicates that this is because my upload limit has been surpassed. Please advise.
